Christopher Markus co-wrote six Marvel films with Stephen McFeely, and The Winter Soldier is the one that changed what the series could be. It is a 1970s political paranoia film with a superhero in it, and its structure comes from Three Days of the Condor instead of from comics.

Civil War then split the ensemble along a genuine ethical argument in which both sides are coherent, which is unusual for the form.
