Christopher Lambert made his English-language debut as Tarzan in Greystoke and then played Connor MacLeod in Highlander, a Scottish immortal played with a French accent opposite Sean Connery’s Spaniard played with a Scottish one.
The films’ internal logic about accents is best not examined. Subway and Mortal Kombat fill out the range, and he has severe myopia which means he cannot see clearly without lenses, producing the distinctive unfocused gaze.
